insert the windows disc and reinstall the program the might solve your problem and if it doesnt let me know.

insert the original cd of windows xp and ,Repair the windows xp ...........select second time Repair opton fist time repair option is not select becusece the fist thime is recover consol .ok
whitout lost any data PCI.SYS error is remove ...............100%

Your PC is stuck in safe mode startup
I would suggest using the Windows Disk, if you have one, go through normal windows installation. At the point of installation just after pressing F8 it will detect windows exists and offer you a repair option press R to repair
