The bios administration was cleared, but still it is asking for a password

Remove the battery, power cord and unplug the small internal battery on the motherboard. leave it unpowered for 30 minutes.reconnect all and your bios password will be cleared as long as your unit does not have an eprom chip that does not require power

UBCD4Win is a bootable CD which contains software that allows you to repair, restore, or diagnose almost any computer problem also has a bios reset tool which can remove your password and bios password
you will have to burn it to a disk as an ISO
During the boot process you will see on the screen to press a certain key to enter setup
Press and hold that key during the boot up process to enter BIOS the scroll down to advanced bios features press enter change your first boot device to cd,press escape then press f10 to save to cmos to restart
(note after you have removed your password you will have change fist boot back to your hard drive)
Hope this helps

there are a few options, if there is no small battery on the motherboard you can either replace the eprom chip or do a paperclip trick. on ebay there are password removal sellers for around $20
sometimes they can help , but it sounds like its locked in you eprom the paperclip trick involves removing the motherboard and powering on the laptop while jumping the pins on the eprom chip with a paperclip.

I deleted my bios how do i install my bios

The software in the BIOS is stored on an EPROM (Eraseable Programmable Read Only Memory). So, buy some hardware, namely an EPROM writer, remove the EPROM chip from the motherboard, insert the EPROM chip into the EPROM writer, download the latest BIOS-software from IBM's web-site, and load the software onto the EPROM writer, and rewrite the software onto the chip. Remove the chip from the EPROM writer, and reinsert it into the IBM motherboard.

Forget bios password

Try shorting out the cmos battery contacts, to drain any voltage that's holding the password in the eprom memory. Sometimes there are some metal test posts that can be shorted out to achieve the same thing, but you have to have a service manual to identify them. Only other things I can think of is to reflash the bios, or change out the eprom (they're usually soldered, however, and not a do-at-home job). See if shorting out the contacts for at least 24 hours works...hope it does.

The BIOS password is removed by the BIOS configuration, you need the BIOS password to get into the BIOS configuration. But if you do not have the BIOS password then you need to construct this dongle device.
TOSHIBA BIOS PASSWORD DONGLE
You can build a dongle that plugs into the printer port.Purchase a 25 pin male D sub connector and solder insulated wires to the various pins as listed below. The pins are numbered on the connector
http://www.tilman.de/sonstiges/toshiba/dongle1.jpg this is a picture of the finished dongle

Wire the pins as follows :-1-5-10, 2-11, 3-17, 4-12, 6-16, 7-13, 8-14, 9-15
Plug the finished dongle in the printer port and power up the laptop. The password will be reset, go into the BIOS configuration to check the BIOS password, you may have to disable the BIOS password.
