Try lifting the hood on the mower and turning the flywheel, back & forth by hand, this will release the starter gear from the flywheel.
It could be the starter, but I would load test the battery first.

There should be 3 safety switches on the mower. 1 will be under the seat, causing the engine to die if you were to fall off the machine while in gear. 1 is in the transmission to be sure the machine is in neutral when you go to start it, and one will be on the blades to insure they are not engaged when you go to start it. You will not want to bypass this switch, rather get it replaced as it is very important that this safety feature is working should you slip off the seat or accidentally get off the machine when it's in gear.

Yeah if you bought a new one, it should be good, the switch is 12 volts, and there is a fuse on it, on some I should say, I just did mine. So get out your tester, check the switch for juice, if none, follow the wires back to the fuse or to the harness, there could be a corroded link there. The old clutch might still be good, save it, they are expensive. I had to pay $75 for a used one. You can test the old one on the bench by jumping it with a battery, it will make the solenoid jump. If it doesn't, it is shot. Check it out.

i have the exact same mower, i also have 13 more cubs on top of it. i have serviced them and many more for over 20 years. does the motor keep running strong, or does it bog down and want to die?? what do u smell when it gets weak like that?? when the deck quits working, does it start back up when u back up out of the brush or do you have to shut the deck off and restart it?? -Brian-
