It seems to be a vertical sweep output problem. Any electrolytic capacitors used there can poise this type of problem The only remedy is to replace all the electrolytic capacitors used at vertical output section circuit. To say it is easy, but to do is difficult to a user. It will be best to contact any service technician. There will he 6 or 7 numbers of capacitors to be replaced.
