Question about Baby Gear
How so i install this car seat?
You need to put a seat belt through the bottom of it you should see where and then at the top you will see an anchoring point that attaches to the car. Google the type of car seat and you should find the manual

SOURCE: removing carseat
If you mean that you can't get the hooks off the metal latches in the car then simply push the top of the baby seat to the top of the seat in the car that should give you some slack. I had to do it this morning when I went to turn my sons seat around. Also when you undo the hooks turn them sideways to make sure they just dont rehook.

SOURCE: how to install infant car seat
The two clips are both for the LATCH system - they're not top tethers (which go to the back of the seat for forward facing seats only).
You need to choose EITHER the LATCH installation OR the seatbelt installation - doing both together can put too much stress on the belt path of the seat, causing the plastic to weaken.
If your car has the LATCH system, there will be two metal U-shaped anchors in the seat, where the seat back and the bottom of the seat meet. Some cars only have them for the side seats, not the middle, so check your car's owner's manual - if you don't have them specifically for the center seat, you'll have to either install with the seatbelt or put it in a side seat to use the LATCH - don't try using one anchor from each side, as they won't be the proper distance apart.
If you'd prefer to use the seatbelt to install, kneel with all of your weight in the seat to tighten the seatbelt. It's tight enough when it can't move more than 1 inch from side to side if you grab it at the belt path and pull it back and forth. You probably will still be able to pull the TOP of the infant seat back towards the back of the seat of the car - that's not a problem - it helps the seat to cradle the baby through an accident.
You need to have an owner's manual, though - to request a copy, contact their customer service at firstname.lastname@example.org or call them at 1-800-544-1108.

Yes it seems to be a design fault. Has happened twice on our Tobi seat.
To fix, lay the seat on its back.
Locate the 3 Torx head screws middle front and rear left and right. You'll need a Torx screwdriver or head of the correct size. http://en.wikipedia.org/wiki/Torx
Undo the screws, then pop the four catches at each corner with a flat-head screwdriver and remove the base.
Look at the recline mechanism, you'll see large bar at the rear (both sides) which is meant to be there. At the front, on one side or the other, you'll see a smaller bar which is part of the hinge for the recline handle. It's slipped sideways and into one of the recline mechanism slots.
Jiggle the recline handle and push the hinge bar back into the centre. It might help to use gravity - lay the seat on its side with the blocking bar uppermost. I can't see a way to prevent this slipping out again over time.
Snap the base back on and replace the Torx screws.
