I can't access via browser to the Digia II because appears the message: 'Please check the Digia2.ocx installation. Current version is 184.108.40.206.I'm using Internet Expplorer SP2

It's what the warning says - the file is missing or corrupted and you must reinstall it.
Because the installer is used to load a file that can be dangerous to your browser the security system is blocking it . To fix that you must launch the download manually : when that message appears on the yellow band on the top of the window click on it, a new window will open warning you of the danger and asking you what to do accept the download and select Run.

You must reinstall the software.
A flash upgrade is also necessary for your system.
Here is the link where you can obtain a firmware update necessary too for selecting the flash upgrade needed.
The Digia II model you are upgrading will select the correct flash upgrade file needed. If you have existing Digia II flash upgrade files on the PC or USB drive a message may be displayed asking if you want to overwrite the existing file. Overwrite it.

First you need to be using Internet explorer as your browser as it does not support anything else.
Second, temporarly reduce your security settings in the browser. You may need to manually customize the setting rather than using the preset slider bar. Low/Medium/High etc.
The software is trying to install itself using active x but I believe the software is unsigned and will not install unless you reduce the security settings in the browser accordingly.
You will need to click the custom section, then find the box that says "download UNSIGNED activeX controls and chose the "PROMPT" setting. Hit apply, ok then restart the browser and try to log in to the DVR again.
Once the software installs on the machine and you are able to log in, reset the security setting back to the default levels. (THIS IS IMPORTANT)
DONT LEAVE THAT SETTING OR YOU MAY BE EXTREMELY VULNERABLE TO VIRUS, BROWSER ****** and TROJANS!!!!!!
