Check the temperature sensor with a multimeter. It should read around 1100 Ohms at room temperature. If you get a reading a lot higher or lower (by 500 Ohms or so) replace the sensor. Here is that part to order.

My GE oven heating element heats red hot no matter what temp I put the oven on

Something is probobly wrong with the thermostat, it gets hot to warm up, but should lessen as it reaches your desired temp. If the thermostat is bad it will just keep going.

After temp is set bottom oven will not heat up to desired temp

you probably have a burnt out or shorted out lower bake element in you r lower oven. it sometimes will actually break apart or look like it sparked thru the black tubular section. it is common and will cause no heat during the bake cycle.
you could try to do a broil and see if it gets hot and that would let you know the control is ok and just needs the lower bake element.

Oven Temp

After it drops temperature, how do you get it back to the desired degrees? It sounds like the thermostat isn't keeping up.
