Location of fuel pressure regulator on 2006 dodge caravan 3.3

Replace fuel pump and filter that is not a regulator problem.
Bad fuel regulator will cause vehicle to surge at cruise speed or they leak and cause engine to suck excessive fuel into intake if vacuum control then blows black smoke.

I can only get more then 150 kmh out of my bike

Fuel starvation? Check fuel tap/tank for blockages, nipped/trapped fuel line? If it has a fuel pump? check trhu put of that eg litres/minute, also check fule cap is venting and not causing a vacuum. Make sure no air getting sucked into engine around inlet manifolds between airbox and cylinders

and 1983 Accord, with ECM flash code 13?

did you look here first then ask questions.
http://www.troublecodes.net/honda/

this is a Carb car right?
if car is EFI
13 means bad baro sensor, in non science terms
that means a bad MAP sensor.
the MAP is used to calculate all air flowing in to the engine
and this allows the ECU to inject a perfect fuel mix.
if 13 happens the eCu goes to limphome and sucks fuel like crazy.
13, means bad wires to MAP or bad MAP or bad vacuum line to MAP.
a tech, checks all 3, and then tests the MAP and the problem is solved. the FSM is free, ask.

I have 1988 Honda Shadow motorcycle vt600c balls out at high RPM's and sputters when revving engine in neutral loses power at 45 mph when I take air filter off loses power at 65 mph could this be fuel...

This sounds like a flooding carb due to a broken float, or it could be a faulty fuel pump, or a blocked fuel line, Start from where the fuel leaves the tank up to the carburettor checking the fuel hose for leaks(maybe also sucking air on pumping. Or could also be dirt in the jets thats why it goes faster when you remove the air filter. The spitting of fuel is because the motor is turning eratically thus slowing down the pumping or sucking (it's relative to the amount of revolutions the motor is turning) This should be an easy one.

It was running after a carb re-build. now my bulb isn't pulling gas when i pump it

The bulb and/or fuel lines could have a small hole in them, losing vacuum, introducing air into the fuel system and causing problem. First off, check inside the fuel tank and make sure the fuel filter is attatched to fuel line. This is a common place for the line to break and if it does, it floats, introducing LOTS of air and a malfunctioning purge/primer bulb. When you depress the bulb, the vacuum created actually allows gas to Flow to the carburetor as it is pushing any air/old gas back to the fuel tank. So, in summary. Carefully check the condition of ALL of the fuel lines ,fuel filter and the bulb itself. If they are dry, non-flexible, or cracked, they need to be replaced.
