SOURCE: Bios locked

Try the backdoor password, Dell You can also remove the CMOS battery than put it back in, this clears the bios password. But to do this , it requires you to dismantle your laptop. You can probally take it to a shop and they well reset it for you for $10 or $20.  Let me know how you make out.

SOURCE: dell latitude bios reset

The BIOS setup password is stored in NVRAM and can only be accessed with that password. On the bottom of the laptop there is a Service Tag number. Dell support site can use that number to generate a master password for you. http://support.dell.com/support/index.aspx?c=us&cs=19&l=en&s=dhs&~ck=mn If you need further help please post back. SOURCE: the administrative password is different in the bios settings

You can reset the password easily by removing the battery which will clear the CMOS. If you aren't comfortable doing this, perhaps you can find someone who will do it for you. It's not hard to do, and you won't hurt anything as long as you unplug the computer and discharge any static from your body. (Just touch something metal - like the rails on your desk or something else.)
