Almost surely it's the printer - its settings don't match the settings from the Photoshop and the image.
Simple test: export the final image as a jpg or tiff, close Photoshop then try to print the image at the specified dimensions. If you can you will need to change the settings in Photoshop, if you can't the settings in the printer.
