Whirlpool portable AC, compressor works, but no exhaust fan

This is a single speed permanent split capacitor motor for the condenser. One of the capacitor wires shows infinite resistance to hot and netral. The motor needs to be replaced.

there are 3 possiblities 

1. something obstructing the lower fan motor (or exhaust motor)
2. bad fan capacitor
3. or bad motor

to check any of these you will need to disassemble the unit to get to the blower. there are several screws located at various points on the plastic housing covering the unit. Once removed you should be able to check for motor obstructions visually. for checking the motor and capacitor you will need a volt/ohm meter and ideally a capacitor checker. you could try to spin start the motor while it is powered up this could be a possible sign of a bad capacitor if it will start when you do this or if the motor will spin freely while powered down and will not spin start when powered up.
