Lots of older cars, especially ones without air conditioning, didn't use vacuum controls, but used cables and levers. If you do have vacuum lines, will have one from engine's intake manifold going through the firewall and into the back of the control panel to a pod-like device that distributes vacuum to several controllers on the heater/AC case under the dash. Several vacuum lines exit the control panel, each goes to a small diaphragm tank or canister next to the door it operates.
i would just get a used one off ebay. usually you can find the dash with the a/c amp(pushbuttons) and the display for around 40 bucks. they are separate units(display and amp), and are mounted with screws that go into the back of the dash panel. the dash panel is easy to remove, there are 2 anchor screws on either side of the steering column. right side is under a plastic cover, the other is under the rheostat, just carefully pry them out, and you will see the screws. then the whole dash part pops out. you will need to disconnect the harness's that plug into the back of the amp, then it all comes free. it might help to put the steering wheel in the lowest position.
The front radio control bezel has failed and needs to be replaced. You can unplug the ETACs ecu and plug it back in and it will wake the panel up, but it will only last a few hours before it happens again.

I am not sure if you mean the dash lights or just the radio display
cause there was some models with small bulbs behind the dash and you had to replace the bulbs and some of them you had to replace the cluster and if you have to replace it and you go to a salvage yard look at the date just inside the drivers door and find one as close to that date as you can and it should work and as for the radio there is a bulb behind the radio
You have to remove the dash panel be careful you don't break the string for the shift indicator which slides on and off. You will need to bring the shifter (column one) to the low position so you can pull out the dash. Lots of screws different sizes, don't interchange them. Don't over tighten them either, you crack the plastic in the dash panel and strip them. Good luck
