To slow with only 25 disks in PD F 109 Pioneer

PD F 109 100 Pioneer Disk Changer. There are 4 chambers each that hold 25. If i only fill up chamber, it takes "forever" to skip to the next song when put on 'random'. is there a way to move this along quicker to the next song??? or do i have to fill up ALL 100... it would seeem that if i only put in say, 15 or 20 disks it should work no different than putting in 100 disks...??? HELP
