Stableizer not working

Going thru inventory in our office I have come across 2 Fujinon Stabiscope 12 x 40 47. binos. One works the other it seems like the stableizer doesn't work. We are in Anchorage, Alaska and would like to use them on our boat. Is there a way I can fix them or is there somewhere I can get them fixed?
