TV can be fixed, but will require new main board or someone who knows how to fix yours.
We are usually the second type, but we haven't come accross this TV and at least at this time I can not offer repair service for it.
However, I know the problem is caused by the main board and by the description I even know what is the probable cause as I have seen the same manifestation in a completely different, actually a plasma TV.
BTW you will be doing yourself a favor if you specify the exact model of the TV you have.
