Question about Televison & Video
On the power supply board E247691, there are three voltage points, 5v,12v and 24v. I am only getting 4.8v on the 5v point and Zero on th e12 and 24v points
The power supply board is faulty. Should be replaced. What is the brand name to your TV? Provide more details please. If you wish to get more details, check this site linked

Plasma and LCD TV sets are prone to having capacitors in the power supply section fail. This is the most likely cause for the probem you describe. When capacitors fail your will commonly see one or more of the following symptoms.

Here are pictures of capacitors...Notice that the ones below look bloated. They have failed and will need to be repalced.

hi remove the supply to the main board & inverter, now power your psu if give you this same above voltages , go for new power supply unit. change your power

It is probably the capacitors on the power supply. Check them. I think there are 3 in a row. They are red in color and 450W. There is also a larger one next to them but I do not remember the volts.

The 5vdc standby is working but not the 12 or 24v?
You need to find out if the power supply board is getting PS_ON signal from the main board to turn on the 12/24vdc power supply section.
