I have a brand new craftsman 190cc lawnmower and the pull cord will not pull out

If it's new sometimes the manufacture puts a safety block to hold it from moving during transit. Check for this. See if the blade will turn and if not see if there is a seized area. Is the blade jammed against something.

I have a brand new Craftsman 190cc lawnmower, the pull coed will not pull out

Try turning the blade by hand and see if the engine will turn. Being a brand new machine a lot of new machines have a piece of steel fastened under neath for safety during transit. That has to be taken off.

Pull cord on my lawnmower is inoperative

You need to take the Starter cord assembly off and see if the Nylon gearing that 'grabs' the centrifical wings is broken OR those wings are rusted in a way that they do not make contact with the nylon piecs of the Starter.

usually theres just a few bolts to take off on the top, and the whole rip cord assembly will pull right out, allowing you to install the new one.

I cant start it due to the pull cord not coming out further than 5-6 inches??

Sounds like the cord may be wrapped outside of the recoil pulley and may be spinning the motor backwards. The cord can backlash especially if the trimmer kicked a bit during starting.
