Try unplugging it, turning on the computer then plugging it back in.

it might then find the drivers. If that doesn't work, try connecting to the internet then doing the same thing.

Go to the website of dell to find those drivers. You can go to support.dell.com . Enter the model of your computer and the operating system that you running.
If you want to update the drivers in your computer, then you can use RadarSync to automatically update them. No need for manually updating.

I am trying to use my Dell keyboard with my Toshiba laptop through a PS2 to a USB adapter. The message is that the USB is not recognized.

I would believe that it could be the Ps2/USB adapter is broken. From personal experience I have never found a Ps2 to usb adapter not to work. I used it for multiple devices on both ends (using it on Ps3 with a PS2 keyboard or mouse, for example).

It's also the dell keyboard is defunct.

OnBoard USB ports (both front and back) will not recognize any devices

When you reloaded the OS did you reload all the drivers? Sometimes if you do not reinstall the Intel driver the USB port will not be recognized. Happened on the last two DELL's I reloaded. Go to DELL's website and download all the drivers for your model.
Dell support website http://support.dell.com/support/downloads/
Look up your model by service tag, it is the alphanumeric code on the barcode label on the back of your DELL and also sometimes found on either the front or top of your DELL (sometimes it is hidden beneath the USB port cover that you flip up.
Try that and see if it fixes it. Also make sure that the connector did not come loose when you opened the case.

Keyboard

Did you install the CD software program that came with the Keyboard? It will recognize the keyboard but will not give you all the key functions.
After installing the CD software try this if it still doesn't work.
Normal 0 Press the Receiver button (and the lights will start flashing.
Then if the Keyboard isn't working, press the small RESET/CONNECT button on the back of the board to connect the keyboard to the receiver.
Hope this helps. Bud
