Transformer is probably burned out. If it is a indoor timer buy a new 24V transformer. If it is a outdoor timer buy a new one.

Copy following links to identify timer manual and general wiring illustration:
Do not connect voltage directly to COM and Pump terminals... these terminals have their own 24Volt AC output when timer turns ON. When timer turns on, the 24V flows to Relay. This action will cause electro-magnet to pull two points together, and that will turn on the pump.
Same with the sensor terminals. Do not connect power to rain sensor terminals. The rain sensor plugs into outlet, and produces it's own 24V ac output. So when rain sensor activates, this cuts power to timer, and then timer will automatically bypass the watering schedule until rain sensor again resumes power output to timer.

Most likely timer is not plugged in or outlet has no power. Should display a plug with a circle around it with a line through it. If not. Check the wiring be sure the same color wire used for Common in the timer is used in the field. Should have 1 wire from each valve connected to it.

Hardwire the orbit outdoor sprinkler timer

Reset the timer? This will sometimes resolve many problems.

Are you sure the conduit has 120Volt? Is the timer connected to single breaker?
Or is circuit 240V? Timer connected to double breaker.

What do you mean green wire to negative?

What else is on the conduit circuit?
Motors, fluorescent lights, and other electronics can interfere with electronic timers.
Run extension cord to timer from another electrical source and see if problem continues.

I have an orbit 4 station indoor timer. I understand where the solenoid wires go but am a bit confused as to where th pump wires go. Are all the common wires connected to gether and then go into the timer...

Timer is not identified.
Orbit shows five different 4-station timers: Add a comment and say which timer is being used, and what voltage you are using and what wires you have.

Example below:
-Power to operate timer:
The example timer has power cord that plugs into outlet.
Other timers have low voltage transformer that plugs into outlet.

Connecting solenoids.
Each station or solenoid has two wires:
The common wires are connected together so that common connects to each solenoid, and the second wire connects to terminals 1 2 3 4 as shown.

Manual test does not work Looks like it does but water does not come on

If the manual test doesn't work, I think the auto function won't work either. If that is true, your timer is running on the battery and there is no power. Remove the battery and see if it appears to be working. If not, check your outlet to ensure that there is 120 volts ac. Plug a light or shaver into the outlet. If the outlet is good and the clock has no power when the transformer is plugged, you probably need a new transformer.

My Orbit 57899 is saying no ac but the outlet to where this goes is working fine

I believe that you plug a transformer into the outlet. If this transformer is not working, no power goes to the timer. Remove the battery and if the timer display goes out (and it may take some time, possibly hours) the transformer is in need of replacement. They are available at sprinkler suppliers and maybe even a local hardware.
