Hi Ryan,
Sorry but the video clip doesn't give me much to work with.
Can you confirm that the PC actually powers on and your operating system boots?
If the computer boots then the main fan attached to the CPU is connected and possibly running, if it wasn't working the computer would beep and power itself off.
So I'll assume you are talking about the case fans or the power supply fan....
The case fans could be something as simple as a disconnected cable or more complicated like a damaged wire or worst case the fan itself has become faulty and failed.. If you are thinking of removing any wires it would be best to take a photo or make a note of where it needs to be connected to but it would be better to test another fan connected in its place if possible.
If it's the power supply fan then the only option would be to purchase a new power supply that matches the specification of the existing one or even with slightly higher specs.
Best Regards
Mike

We have around 30 units of DELL Optiplex GX280 having mother board failure. It was more then 3 years old already. Once the turbo fan become noisy then it will gone dead.

May be serious. See if the power light goes amber after power up. I had (have - still siting in my basement) one that did same. Power up, fans sound like 747 taking off. Power light goes and stays amber. This is USUALLY caused by bad capacitors on the mother board. Known GX280 problem going back. If you look on the motherboard, the capacitors should have flat tops and not leaking. If the are rounded or leaking, the MB has probably gone bad.

I obviously can not be 100% sure about this as the unit is not here.

You can google "gx280 solid amber light loud fan" and see the issues. Here is one such link.

When I turn it on, only the fans run. I cannot hear the hard drive run and the hard drive light on the bezel is solid yellow

look on bios to see if detects the hard drive ...if does not boot to windows...the hard disk has no reason to go on ....and the issues could be many ....check the Ram memory if do not appear anything on screen at all ...and just runs the coolers and clicks without boot at all...in this case its the Ram memory ...so check it ...get it out ..put it back ...and remove the bios battery to force it see them again .....if it is booting until the operating system should appear ...and after that nothing ...reinstall ...
Also .....if there is anything written on the screen ..read carefully ..usually it will say whats wrong ...and advise in same issues..like replace hdd ...or files missing ...or blue screen error from memory issues..
