Go into main menu on the DVD player, then (probably) the picture menu and find a setting that says either Pal or NTSC. Then change it to the opposite one. These are to do with the signal coming into the TV from the aerial. Just go through all the menus until you find it, or post on a forum specific to your player (and say what sort), so someone with the same one can help you navigate the menus.
It all depends where you are writing from and where you got the DVD player from. I know Pal is used in NZ and the UK, and NTSC is used in the USA. I don't know about other countries, these are the only ones I have experienced, through buying foreign DVDs. Your signal is obviously coming through in one format and your DVD player is set to the other (incompatible) one. Change the DVD player to match your TV and you'll be fine.

Dry joint - faulty capacitor on the PC board of the decoder. Found by wiggling the components and resoldering
