If the problem is what I describe as a blue haze over the entire image projected, I was told this is a defect in the cable - we have a Dell Video Projector 2300 - and it takes only a dell VGA cable. So, the problem is in the cable - solution is replace cable.

Most modern computers don't care which is plugged in first and/or turned on first... But, it can't hurt to have them both plugged in, then turn on the projector - then the computer. If the computer doesn't send a signal automatically on bootup, then you will need to tell it to...
On the function keys at the top of your laptop keyboard, there are some indications (most computer brands are different from one another so it might be one of several indications). Look for something that either looks like a small monitor or two, or label that says "crt/lcd" - this will be in a highlighted color that matches the color of your Fn key to the left of the spacebar. Fress "Fn" and the corresponding key at the top at the same time and you should get some changes from the computer. Depending on your video card, you might need to press it several times to cycle through the various settings of 1)computer screen, 2)display output only, 3)both computer screen & display output, and in some cases 4)no display sent.
Hope this helps! If not, I would check/try new or different cables from the computer to the projector in case you might just have a bad one.

it's a resolution issue. make sure the projector matches the laptop's resolution. the projector has a 800x600 native and a 1024x768 max. and it's not digital.

Try lowering the resolution of your pc to a lower amount that the Projector can handle. Start as low as 800x600 and try working up from there.
To change pc's resolution: Right click on the desktop, click properties then settings and try sliding the resolution adjuster and testing each one with your projector. wait for the projector to resync itself each time.

I have added here a link which will help you to set-up the projector for Windows. You have Set-up Windows for dual screen mode to get the video through the projector.
