Go to partstree.com and they should have wiring diagrams for your mower, should be a switch or something if the clutch works when you hook it to a battery (seat switch, pto switch, parking brake switch, even the neutral safety switches) also check your ground hook ups

Your switch could be bad, or the voltage needed to turn on the PTO may not be up to par, or you may have a safety switch that won't let you start the PTO. I'd start with the safety switches.

its the electric clutch on the engine that engages the belt to run blades check the centrifical clutch or electric clutch

sounds like either a saftey switch problem or a bad drive clutch on the pto. usuallly the mower shuts down,not the blades, they may have changed this though. my best guess would be a safety sensor try calling your local cub dealer and talking to the repair person he can shed light on the problem.
