Question about Briggs & Stratton Garden
I have a 148cc B&S engine on my mower. Model # is 09T602 5019 B1 manufactured in Aug 2011. It was losing power and eventually would not stay running. I cleaned the carb and it worked okay for a while, then the problem recurred. I have since emptied the tank and added fresh fuel. I have replaced the diaphragm and gasket under the carb. The plug is brand new and gapped to .030 inch. The air filter is clean. The oil level is correct. It has on of those ridiculously cheap plastic carbs on it that has no adjustments. The mower runs when started and continues to run, but misfires and emits black smoke like it is running rich. The longer it runs the worse it gets. Looking for a solution to this problem...perhaps replacing the carb? The thing is brand new and has only been used about 4 times...on the fritz most of the time. Used to think Briggs and Stratton was top of the line, but this engine is junk.
You may still have to do a more thorough cleaning of the carb and all passages. I have not had these problems with mine yet to inform of proper technique and chemicals to use. To err on the side of caution. Remove the carb and clean in a ultrasonic cleaner with a water and simple green mix.

Ok, check the air filter, it could be clogged. A clogged air filter won't allow a proper air-gas mixture. Then check the carb. make sure that it is clean, or if anything doesn't look right. You might have to get another carb. After that check the intake it could be clogged but this time a clogged intake means that there isn't enough fuel getting to the combustion chamer.

A lot of time when the small motors on these push mowers surge it is a governing spring that is weak or broke. It does not hold enough tension and causes the valve to fluctuate. I have fixed this many time for a relatively cheap amount (under $5).

The primer bulb might be damaged, or the carburator diaphram could have been damaged if carburater cleaner was used.

Have you checked the choke that it is off after you get the engine started,the black smoke is definitely from the choke, if you take the carb off and check that the needle closes when it should,as one can easily do an adjustment by bending the float/tab,rgds
