Phone Not Turning on.

okay well my phone is not turing on.
I turned it off because my battery was almost dead, and it was making that annoying beeping sound over and over again...I turned it off because I didnt have my charger with me. When i got home i put it to the charger. I went to turn it on, while on the charger...because it usually turns on if its plugged in. My phone didnt turn on...and hasnt ever since, have any solutions?
