Yes it can be repaired Jim. The belt has probably snapped. It happened on mine. Just undo all the screws and one hidden screw underneath the black lable near the number one, which is on the same side as all the other screws. Run your finger over the lable and you should feel it. Just pull the telescopic arm out and lift up the motor slightly so that you can place a new belt on. Simple as. Hope this helps

rotate the starter pulley by hand. You should feel the spring getting tight. Once the pulley is slightly tensioned, usually 5-10 turns, release the pulley and let is pull the string onto the pulley. You may have to add some tension to get all the rope to wind on the pulley.

Sounds like you may have lost the little metal grommet that should surround the hole that the business end of the string comes through. This grommet is usually aluminum because it is a very good heat conductor. What happens is that the string rubs very hard against the edge of this hole, which heats up the string in that one little spot enough to melt it. If the hole is only plastic, it cannot dissipate this heat. The grommet dissipates that heat and the string doesn't melt. I don't know if you can buy a replacement grommet. You might be able to a generic grommet like the kind sold for tarps. Or you can replace the whole part that should have the grommet in it.
