Question posted under ET104 timer. This timer arrives with default voltage set for 240Volts. Move voltage selector to select 120Volts as per instruction manual: http://waterheatertimer.org/pdf/Intermatic-et104c.pdf You can add a comment any time for more specific help with this timer.
Most time-all timers have two different trippers on dial. Push down and rotate tripper to desired ON time and OFF time. Then manually rotate dial until current time lines up with a mark or arrowhead.
Programming: Set present time Then set ON time for program 1 Set OFF time for program 1 Then set ON time for program 2 Set OFF time for program 2 Most timers will not function if there is a conflict in programming > for example Program 1 says ON at 6 and OFF at 7 and Program 2 says opposite or has overlapping times When events are set, press SET once > this will put timer in RUN mode
If manual override works, and you set programming correctly, but timer does not carry out instructions, I guess the timer is no good.
The Intermatic outdoor timer 1076311 is Intermatic model HB65R. It has two buttons, TIME and MODE and a digital display. Instructions: 1. Plug in the timer, which self-tests. If error, EE flashes. If normal, 88 flashes for 3 seconds, then display shows C and you can proceed to set the timer. 2. Push the TIME button to set C (current time) AM hours 1-12 and PM hours 1. to 12. (Example: for 7 AM push the TIME button until the display shows "7" for 7 PM push the TIME button until the display shows "7." 3. Now push and hold down the MODE button until the display shows P for the "ON time." 4. Push the TIME button to set the hour to turn ON, from AM 1 to 12 or PM 1. to 12.(Example: if you want the power on at 7 PM repeatedly push the TIME button till the display reads 7.) 5. Push and hold down the MODE button until the display reads E for "END time" (time you want the power OFF) 6. Push the TIME button repeatedly to set the end time hour from AM 1 to 12 or PM 1. to 12. The time off will display. 7. Press the MODE button to toggle between ON and the current time.
If you unplug the timer you will have to reset the C (current time), P (ON time) and E (END or OFF time).
Rotate dial until current time lines up with arrowhead located on inner dial. The segments located around edge of dial are pushed down or raised to set on-off times. Push segments down for times you want timer ON

I see nothing in the manual that says 'outdoor use only' EXCEPT timer runs on photoelectric eye. Timer turns ON automatically at dusk, so if timer is inside, and indoor lights are ON, then timer stays OFF.
To use timer outdoors. Plug timer into wall. Timer turns ON automaically at Dusk. Rotate dial to set how long timer will stay ON. Set timer to turn OFF 2 4 6 8 Hours after dusk Set timer to turn off at dawn Set timer to ON so lights are ON full time Set timer to OFF so lights are off full time.

If the display shows and you can set programs, then the battery is good. Does the manual override work? This indicates whether the timer on-off switch operates. If manual override does not work, then I discovered that timers are no longer any good

Do you mean Intermatic E104C box-type timer? Intermatic does not make E140C

Manual says timer has 8 events per 24-hour day ... 4 'on' events and 4 'off' events. Normal operations, selectors are set to AUTO and RUN.
Using sketchy info from manual about programming: Set sliders to MANUAL & TIME/SET Press EVENT for event 1 ... set hour and minute using HOUR & MIN buttons ... this will be 'on' time Press EVENT for event 2 ... set hour and minute ... this will be 'off' time Set all 8 events ... 4 'on' and 4 'off' Move sliders to AUTO & RUN for timer operation
