Problem is one of the following three listed; or can be -> 1), and combined with the others;
1) FOLLOWING Anti-Static Procedures, clean the inside of the computer out.
The Processor (CPU) is overheating, and turning off. (BIOS turns it off)
2) Replace the Power Supply.
Power Supply is ready to go out.
3) Bad capacitors on the motherboard,
If you do NOT know what Anti-Static Procedures are, DO NOT reach into your unplugged from power computer; UNTIL you do.

How many beeps did you hear? It matters. Every Bios has a name. (Award, AMI, Phoenix, IBM ect).
You'll need to enter your bios & check the name. It will be at the top of the menue or you can catch it just as your PC starts up.
Once you know the name of your bios & how many beeps you hear, Ex: 1 long 2 short & repeating. You'll know just what the problem is with regaurds to the memory.
I'll post a link for bios beep codes. All you'll need is the name.
Regardless of the error, it's suggested you remove your memory & than re-seat it. You will not get video display if your memory has a problem.

Here's the solution!
Check if NUM lock glows if tapped on the Keyboard ::
Yes - If your Power LED is blinking change the SMPS, if it is Solid, change the I/O cables or RAM or Display Adaptr - whichever you think the problem to be.
N0 - Change the board.
PS. If processor is the problem, CPU fans won't spin in the first place.

you can check that how much time you spent with the SMPS if it is more then 2-3 years then change it because it is damaged in 2-3 years and after changing then also not work then you go to mechanic and checked your motherboar

SOURCE: dell smps ps-5141-2d pin layout
145 watt smps was shipped in very very old computers, its not manufactured any more. how ever you may still want to try for best buy. 1% chance you may get it. i searched everywhere its images are not avilable. the pin layout inside and outside is the same. as in 180 or 200 watt smps. repairing is not a good option. get it replaced if its okay with you. please tell me the system model number or service tag so i can look for alternative smps for your computer. thanks.

Your best best would be to order it online. I found 3 on ebay that is willing to ship to your country. As for local dealers I am not sure. Hope this helps.
