Question about Briggs & Stratton Garden
We bought a 2011 Bolens small wheel 4.5 Briggs & Stratton 1 run speed push mower last year new for my sister. It mowed the rest of the season good. This season it quit all of a sudden. It did not have 20 hours on it yet. I checked the gas and saw trash.I removed the air filter to remove carb and tank to clean and noticed the governor spring was missing. Replaced with another alike spring after cleaning every thing to finish. Adjusted it for proper run speed not to fast good enough to get the job done. After a while it started popping, sputtering and black smocking not allot but noticeably. I checked the spring to see if it was still their it was so I pushed on it a little to see what it would do. The problem got worse. I tilted it back so I could see the spring better and it smoothed out. I set it down problem returned. So I set it up again and played with the spring again to see what it would do the problem returned but after a little wiggling the mower revved up and started to act right. She finished mowing. The next day I decided to check it out again. It would run with the foam air filter off so I cleaned it, gave it a light mist of WD & squeezed it out. It would run but only if the idle was lower than normal. I tilted it up and played with the spring until it started to rev like it should. Then readjusted the spring for proper idle. What it going on with this mower it is not old,or run enough for this kind of problem. Carburetor is built on to tank has primer bulb no throttle has one run speed. Can't think of anything else at this time.

Something is dirty in the fuel system. Sometimes I will start the engine and spray WD-40 into the air intake and keep the engine running with the WD-40 in hopes it clears out any debris. I would spray a half can.

check your air filter. If it's clogged, the engine will spool up to keep from dying, run for about 15 seconds, then it will happen again. If that's it, just clean the air filter. Solved my problem

How is your compression? If it is low, your piston rings and/or the cylinder walls could be damaged and pulling oil up to the combustion chamber, which will burn oil and foul the plug. If you overfill the oil you could possibly get this also. When was the last time that you changed the oil and/or put oil in it? Do you currently have proper oil level?
