I have a 2000 Ford Focus Wagon. tail light and instrument panel

i have a 2000 focus wagon and had the same problem. It's not the fuse! It's the wiring harness at the point where it leaves the body and goes into the hatch. When the hatch is opened and closed repeatedly after years the wires will break with constant bending. I had to solder together 7 wires and the problem was solved. It's a lot cheaper than replacing the entire wiring harness.

Tail lights don't work, but brake, flash and hazzard work.

generally when the fuse is ok and the bulb is ok the problem is corrosion of the ground wire and connection to the frame, or corrosion in the bulb sockets. for starters go to any auto parts store and get an aerosol can of contact cleaner especially for auto bulbs and connections.

these vehicles have a fuse for front and back turn signals. Check the owners manual where your back tail light fuses are located. It happened in my 99 expedition four yrs ago

You  probably have a frayed wire touching something metal (short to ground) check your wiring, check your grounds.
