If you are using a desktop computer, then I suggest that you unplug the monitor from your computer and observe what displays on the screen. Usually, monitors will run a screen test if not connected to the computer. With that you can identify what's the problem. If you see the same issue even if the monitor is unplugged, then you would need to get your monitor fixed.
