Make sure the TV tuning mode is set for "cable". This will be somewhere in the TV's setup menus; check your manual for all the details. If it's set for "air" as I suspect it is, only the first 13 channels will be found when connected to cable. Channels 14 and up don't get tuned in on "air". Once you've set the TV for cable, rescan channels and you should have 'em all.

I have a Visco 32"

Have you used this TV before or have you move it to a different source? I sounds as if it is trying to scan for channels as it states in the manual. If you have the manual check out page 14 Memorizing the Channels. If you don't then download it from: http://www.retrevo.com/support/Insignia-IS-LCDTV32-TVs-manual/id/8223ag521/t/2/

Good luck

How do I connect a cable plug to my Insignia monitor without a cable box? I checked 32 in but I think mine is 19/20 in. Thanks

The port should be labeled as RF In or Antenna/Cable In, screw the coaxial connection onto that and then run a channel scan from inside the TV menu.

Insignia tv remote

I can only be generic with this one:

Check to see that the channel has been programmed to be selectable. Many models can also lock out channels for scanning.

What you can do is go in to the menu and look for the auto setup feature. Run it, and see if it re-sets the channel layout.

If it still does not work, then call the manufacture tech support to find out what exactly is going on.
