Someone tell me how to scan documents

Well Carrefour is a French chain, so I doubt they do an English version. Run the French one through Google Translate. Use the Document tab or the Website tab.

There are online web sites that can convert a PDF manual to a Microsoft Word Document, and then that document can be placed into https://translate.google.com and translated from English to French.

I have not been able to find an English language translation of the user manual for the Osaka Gas heater model 43-450 online. I only find the Japanese language manual (24 pages):

There is a Japanese language online forum, where you may find someone fluent in reading and translating Japanese who will be kind enough to provide you with a translation:

You will need to register with the forum first (free.)

Or, you can look for a translation service (which you will have to pay) to translate the Japanese manual into English. I have no idea where you reside, so I cannot search for any such service in the area of the world where you reside.

2) Next...

Process the PDF file using and OCR program like ABBYY
SOFT to recover the original text and graphics into a more
user-friendly format such as the "Word for Windows"
document file format (.DOC), or even plain text.

OCR = "Optical Character Recognition".

ABBYY Soft makes a good program for doing this, and
you can download and try it for free.

Other more expensive OCR applications are also available
from people like ADOBE, but I prefer ABBYY Soft.

with the purchase of a $100 Epson document scanner,
like my "Perfection V200 Photo".

3) Once you have extracted the English text from the user's
manual, you can feed it into an on-line translation machine,

sadly that is the case with many of the asian made products. perhaps someone in your country has translated this document?
