Well Carrefour is a French chain, so I doubt they do an English version. Run the French one through Google Translate. Use the Document tab or the Website tab.
http://translate.google.com can be used to enter text and translate it to another language.
There are online web sites that can convert a PDF manual to a Microsoft Word Document, and then that document can be placed into https://translate.google.com and translated from English to French.
I have not been able to find an English language translation of the user manual for the Osaka Gas heater model 43-450 online. I only find the Japanese language manual (24 pages): http://www.osakagas-info.net/pdf/43540.pdf
Or, you can look for a translation service (which you will have to pay) to translate the Japanese manual into English. I have no idea where you reside, so I cannot search for any such service in the area of the world where you reside.

Process the PDF file using and OCR program like ABBYY SOFT to recover the original text and graphics into a more user-friendly format such as the "Word for Windows" document file format (.DOC), or even plain text.
ABBYY Soft makes a good program for doing this, and you can download and try it for free.
Other more expensive OCR applications are also available from people like ADOBE, but I prefer ABBYY Soft.
A free (limited) version of ABBYY Soft also comes free with the purchase of a $100 Epson document scanner, like my "Perfection V200 Photo".
