Pull the back off and see if you can see some bulged capacitors if your comfortable doing this, another issue could be bad solder joints on one of the boards, you could try baking each board starting with the power supply board in the oven to see if this corrects it, there are vids on youtube that tell how to bake the boards.
Tv is new take it back where u bought it get a new tv replacement.This tv have power supply board issues,that why u have LED power light indicaton flashes.
You are missing 15volts. If this is a new TV, it could be as simple as a plug not fully seated on the power supply. Regardless, the repair should be covered by warranty and Panasonic is one of the best when it comes to taking care of the customer. Ifd nI can be of further assistance, let me know
