2: is the dell warranty expired, ????
3: what are the dates in the bios INFO page. all!
4: if the PC is not really new, but refurb the licensein the machine can be wrong, (non dell OEM license)
or was licensed as w7 /8 before. you go it.

i can buy those add the missing parts for 50 or less
and sell them for 5 times more. called a refurb.
so knowing this fact one can get anything sold as new but not new.

I get it. It's a guessing game. You want us to guess the year, make, model first, right?

If it is clicking when you turn to start, the solenoid is sending power to the starter. It sounds to me like the starter has a problem, maybe a connection or the starter itself. Hope this helps you out.

It helps to have the TV plugged into the VGA port on your notebook before you turn that on.

Windows usually has a Guest account already setup, but it maybe TURNED OFF.
Gi to Control Panel - User Accounts - then look at the Guess account, if it is turned off the click on the Guess account and then click Turn On.
If there isnt a Guess account the you can create a User with Guess Privileges.

Most likely ,and I am just guessing ,with out being there,that the start capacitor is bad.On these newer models, the run and start capacitor for the compressor and the fan are all in one,really a better design,cause no guess work,just replace one capacitor,and that takes care of both problems in one.Hope this helps.
