Clean the area where the guard attaches to the hub assy. It is a snap ring that is holding the guard on. You will need to either use a pick or a small flathead screw driver in order to remove it. There should be a little tab that you will be able to work out. Look around the entire perimeter of the hub to locate it. You may need some extra light to see it. Stick the pick or small flathead behind the tab from the right. Work the tab out and above the hub. Now you can work your pick or scredriver around the perimeter to remove the ring. Install it in a similar fashion but use the flathead to guide the ring back into the groove, working it around the opposite way.

lay the spring into the plastic safety cover, you will see a catch for one portion of the spring, the cover plate goes over it and there is a tab on it to catch the loose end and then the center plate which screws on to hold everything in place, check by turning the plate that holds it onto the saw for free movement. You can go to makitausa.com and in the header area on the right type in your model number ls1030n and you can download or look at a breakdown to see what I am talking about. If you want to replace the plastic cover there is a screw towards the front of the saw that must be removed and then the bolt at the back loosened and the guard will pull off. If you need more info get back to me with the other questions and I will try and help
