Question about Baby Care
I'm not sure if you tried a different outlet plug yet, but I would try to eliminate whether if its the power source (outlet) or the swing itself. Also, if the outlet has a reset/test buttons on it, then it might have tripped itself.

It sounds like the problem is in the motor. Because of the heavy load on the motor during normal swing operation the brushes that are attached to the communicator are wearied out. This causes a loose contact between the brushes and communicator and the motor is loosing his power. Ideally, I would replace the motor. The only a problem is that the available replacement motors have a short shafts, when the motor used in Graco swing has a very long shaft. So, there are two solutions: buy a new motor sage from Graco for $28; OR buy a new motor ($5-$7), then carefully remove a nylon end cap from the old motor and replace it with the nylon cap from a new motor (WARNING: you have to be careful when doing this, because if it will be done inappropriately the brushes can be easily damaged)

There is a plastic casing around where the leg snaps in. Lift this section with a screwdriver being careful not to break it. With it lifted, push down on the end of the leg that is incorrectly inserted and push down. I had the sane exact issue and this is how I figured it out. Good luck!

Return item to the place of purchase, this clearly is a manufacture issue.

SOURCE: how to disassemble graco swing
First, take part the seat. It had buttons and what not so undo them and take it off the frame. 2nd: Take the mobile (where the teddies hang) part by pulling. From there you just pull things apart. You shouldn't need any tools.
I hope this helps a little.
