Or you can also make a USB Drive bootable with an Operating System such as Windows XP, Vista or Windows 7 so that you can just insert it in your Notebook and reinstall your Operating System.
From the symptoms, the computer Operating system seems to be corrupted.Try to follow the steps
Try booting to BIOS by punching DELETE / F2 key on startup.Then press F9 key, load the defaults.After that press the F10 key to save them and then start tapping the F8 key to get the repair my computer options.Select safemode .If the computer is booting to safemode, you can try doing a system restore.If the unit is not booting to safemode, then the Operating system has to be reloaded.

Now get operating system cd then try booting with it .
well i suggest u to press the key which say to load default value if by this your problem is not solved thenfinal option format the previous operating system and try to load an new one. sometimes virus corrupt your logon files it may be because of that.
