The fan and compressor run at the same time.
Both get power from the on/off cold control termostat.
1.Defective thermostat.
2.Compressor not cooling.

If the water is chilling go to #1.

What is a drinking fountain?

A drinking fountain, also called a water fountain or a bubbler, is a fountain designed to provide drinking water. It consists of a basin with either continuously running water or a tap. The drinker bends down to the stream of water and swallows water directly from the stream. Modern indoor drinking fountains may incorporate filters to remove impurities from the water and chillers to lower its temperature. Drinking fountains are usually found in public places, like schools, rest areas, libraries, and grocery stores. Many jurisdictions require drinking fountains to be wheelchair accessible (by sticking out horizontally from the wall), and to include an additional unit of a lower height for children and short adults.

Oasis water fountain doesn't cool water. is there a fuse in there i can't find?

Ain't no fuse. I would first check the thermostat for continuity. If you don't have a meter simply bypass the thermostat for a few minutes to see if the fountains cools but DO NOT LEAVE IT LIKE THAT. Water fountains recover cold water quickly, if left like that the tank would freeze and bust so don't bypass the stat and go shopping. If that turns out to be fine then check the compressor relay. The relays do a lot of work if that fountain is anywhere near a school or an office. The condenser gets an awful lot of dust in it especially if the unit is outdoors. Down south where I live we do put some water fountains outside. Give it a good cleaning. Replace the open component and you should be good to go. A compressor failure or gas leak is RARE on water fountains. I suspect your compressor relay is shot:themobilian_1791.jpg

Water keeps running from drinking spicket.

Your water inlet valve on the back where the water supply comes in is probably leaking. disconnect the water line coming out of it and see if you have a slow drip.

OASIS drinking fountain , no water

Pull the water jug and open the top of the unit. Look for frozen water. May need repaired or adjusted to keep water from freezing.
