It depends on what you do with the server, a server may be just another computer or a great help.
You can use your server as a Web Cache server, this means that the server will storage all the webapges your users access, so, when somebody wants to open a webpage the server will download only the updated parts of the webpage, that will save time and the users will think everything is faster.
Yet a server won't give you a faster internet conenction per se, it just optimized your resources, a server can also be a firewall or an antispam, so your network won't have undesired traffic coming from internet, so less trafic, faster network ^_^ .

Yet again, if you only buy a server, then plug it into your network and turn it on does not make anything. You will need to install/configure diferent solutions (sometimes you will need to buy them).
I recommend you to go with Linux, it is free, open source and there is plenty of documentation out there.

    Sure you can! :D
Here are a few links about how to set up linux to be a firewall between your LAN and Internet.

Also here you have some links for web caching:

I recommend linux because you will find a linux flavor that'll work fine with your hardware.

I encourage you to give it a try.
If you want/need to stick to windows, then you can enable the nat(network address translation) option and do more or less the same thing that in my last post, you will need 2 nics in the server, one for the internet and the second to the lan, and share the internet trough the server to everyone else.
Windows 2003 has a firewall already, and I have to check but I think there is a web cache within windows 2003 server, the bad news is I think your hardware can not handle windows 2003 server.
    You will need more ram.

Why am I losing internet speed when using router goes fro 60mps to 5-10 mps

how did you bypass the router ? what is connecting to the internet if you bypass the router ? question is the device connecting to the internet got a DHCP server and does the router have a DHCP server. What IP ranges are the two DHCP servers allocating.
You may need to switch off one of the DHCP servers in one of the two devices. Probably the DHCP servers are confusing each other .
Only my educated guess with the limited information on how your network devices interact. .

IBM xseries eserver x236 Bios problem: a yellow light( !) like this is on and IBM server can not start

Try this:

Light path diagnostics

Many errors are first indicated by the illumination of the system-error light in the operator information panel on the front of the server. One or more lights inside the server might also be lit that can direct you to the source of the error. The system information LED lights to alert you that there might be important information recorded in the system-error log. 2. Removing the left-side cover and look at the light panel. These LEDs indicate the type of error that has occurred.3. Once you know the general type of error and the general location of the component involved, the next step is to check the system service label on the outside of the server. This label gives an overview of internal components that correspond to many of the LEDs on the light path diagnostics panel and can help to view lit LEDs inside the server. Note: Some of the LEDs on the light path diagnostics panel will not have a corresponding LED lit on the system board.

Good Luck
