You need a program like QuickPlay or Muvee
Autoproducer to activate the webcam. When in Quickplay, go to the
bottom of the screen, select the icon with a camera, and then choose the
device from the left-hand menu.
Press the QuickPlay button (normally located near the display) on the notebook PC to open the QuickPlay application.
Alternately, click Start , type QuickPlay in the search field, and
select QuickPlay when it becomes available to open the QuickPlay
Click the Video icon, and double-click HP webcam in the Source column.
Try removing any newly installed Hardware, if still not working,
goto CMOS setup, press F9,if asked, press Y and then F10 and then Y.
If still not working, try Formating the C drive, your windows file are corrupt.
Go to the HP Support site. Click on "Drivers and Downloads" tab. Enter the p/n (product number) from the white label on the bottom of your laptop in the box where they ask and go. The next page will offer you a chance to choose the Operating System you're using. Enter the correct one and you'll be taken to the Drivers site for your laptop. Look down the list for HP Quickplay and HP Quick Launch Buttons drivers. You must install the QUICKPLAY driver first. Also, look for the Sound category and download and install that driver as well.
If the button still does not work, you need to do a hardware reset of the buttons. This is done by unplugging the power supply with the laptop off. Press the power on, then pull the battery as soon as the laptop starts to turn on. Put the battery back in and plug in the power supply and power on the laptop.

These instructions will show you exactly how to find the built-in webcam and enable it when using the Windows Vista operating system.
There's a few different challenges with the laptop webcam so if enabling the camera wasn't your problem, try this page which has more information on setting up the laptop webcam.
i hv HP dv6000 and facing same promlem. B.coz its my field, so I tried myself to solve it.
Then I found that: If I try to use cam after using it in QuickPlay then it will not work.
So to work with web cam in yahoo messanger, just re-boot your lap and then (don't try to use it with any another software like QuickPlay etc), just goto Yahoo Messanger and use it, atleast it will work first time after boot.
