Hi, if you need to unlock the network, it's possible on Fastgsm.com. But in case of Nokia c101 only several networks are possible to unlock, so check if your network/country is supported.

If you try to call whoever company then they wouldn't be able to give you any information on WHO blocked it due to data protection act. The unique IMEI code allocated to your phone has been blocked because your phone has most likely been reported as stolen or using a fake/illegal IMEI.
If it is not the case, and if you are the original owner and you are using the original IMEI as indicated on your device identification label, contact your Mobile service provider and ask them how to remove this IMEI number from the worldwide shared IMEI blocked list.
