Close the Google Chrome, now follow the steps:
Click "Start" > "Control Panel" > "Add/Remove Programs" and locate "Google Chrome" from the lists of installed programs, once it's located, highlight it with your mouse (click once) and click "Remove" on the right-hand side, and follow the onscreen instructions.

I am confident the sites are up and running as I can open the same url within Firefox seconds later. Disabling the Web Filter on my Anti-Virus made no difference. I am Running ESet as my Antivirus.

Out of curiosity, I looked at the "LAN settings" under the Internet Properties / Connections tab and noticed that the proxy setting was enabled. I do not use a proxy from home. It was configured to point to the local host ( on port 5555. I disabled the proxy setting and was able to browse without issue. Proxy setting is unique to Firefox and not shared with IE which would explain IE having issues as well.

Digging further I found that the "fake antivirus" application had created those settings along with some registry settings and dropping an executable on my system.

First of all, let's me help you clear all the cookies and temp internet files. Download and install this program (Click Here). Don't configure or customize while installing, simply click "Next" "yes" "Ok" and click "finish" when done. Once it's installed, open the program i.e. Ccleaner and click "Run Cleaner", will take few minutes to clean, if you are prompted with any warning, click "Yes" or "Ok" to proceed. After it's completed, click "Registry" button on the left of the window and hit the "Scan for issues" button, wait until the scan is completed and click "Fix selected issues", again, backup or "No" as you wish, but not important to backup since it's not going to delete any important registry entries from your computer. Again, click "Fix all selected issues", "Ok" then "Close", now you can close the program.

Actually this error is 99% related to spyware/malware which is interfering that particular to be connected and of course you password and id are captured, but couldn't tell you whether it's being transferred to someone else or the sender or that particular malicious program/s. To scan and clean your computer, you can use "Hijack This" freeware (Click here to download). But first uninstall the antivirus program installed on your computer otherwise installing two or more antivirus programs on a computer can cause system unstable or more issues. Download Hijack This, install and run a full system scan.

Also, before you run the Hijack This, uninstall both Firefox and Google Chrome from your computer, restart your computer and Scan the system.
If the above program doesn't seem helpful, try with Ad-Adware and run another full system scan (Click here to download Ad-Adware.).
Note: Before you uninstall the firefox and google chrome, don't forget to backup or export the Favorites or Bookmarks (if they are important).

When i open the google chrome browser there is a dialog box always opened , it says that google chrome has stopped working..

Reinstall your google chrome and if that doesn't fix the problem you might be incompatible with the browser and should download Mozilla Firefox as an alternative browser

Internet Explorer isn't best program to browse websites. I recommend you Google Chrome, faster and safer internet browser.

Downloaded programs cannot access internet

Google chrome has over ridden IE8 - use google chrome to access and download firefox - alternative to IE8 - then after you've got it installed go to control pannel and uninstall google chrome.
