Question about Wacom Cintiq 12WX Interactive Pen Display Monitor
I know that this question has been asked many times before but I'm getting very frustrated... I've tried all the other suggestions posted on this site- but almost all of them are for Windows XP and *not* Windows 7 I know my cords aren't having troubles, I've refreshed the computer, re-installed the driver etc. But it seems like the problem is clearly something to do with my computer settings but I have no idea what or where I have to fix them.
A 6ya expert can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
The service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.

SOURCE: Can not install ArtZ tablet
Uninstall the Wacom software, but don't reboot just yet. If you are using a Serial to USB converter, note the port it is using. If you are serially connected, note the port also. Wacom tablets seem to only recognize ports 1-8, so you'll have to remap your port to a free one in that range. In Device Manager, select your port (you may have to click view and show hidden devices). Right click on the device to expose the Properties. Select the Port Settings tab, then the Advanced Button, then change the COM Port Number to an unused value between 1 and 8. OK you way back out. Reboot, reinstall the Wacom software, and do a manual search for the port you just assigned. Reboot to complete the installation, and you're done. The TabletService hangs if it does not get the port it thinks it should and does not stop correctly. I set mine to disabled and also disable the tablet in the control panel, just so I can avoid reboots when changing ports, but that is another question answered.

SOURCE: Windows XP Freezes Completely
it sounds like the device is giving u an IRQ conflict on the computer, IRQ conflict has to do with the computer and the device and the communication. first remove the device from the program list then restart the computer then connect the device to a different usb port and install the device. hope it helps

Have you actually tried installing the XP driver in Vista? Sometimes that does work, so no harm in trying. Use the compatibility mode in Vista to install XP drivers to increase the chances of succeeding.
