Check to see if any oil leaks between rear wheels where the tractor was parked. Also make sure hydrostatic disengage lever, at rear of tractor by hitch, has to be pushed in.

in the center of each back wheel you see a black cap
this needs to be removed first.
Remove by hand or have pliers that wont damage cap while removing
E clip next it is located behind this cap and needle nose pliers will remove it or a flat blade screwdriver.( could be a bolt if so remove with a wrench that fits turn ccw)
Remove e clip and washer and slide wheel off of shaft along with keystock
Be sure to reinstall keystock in each wheel or your tractor will not move when it is in a gear
if your wheel doesnt come off easy spray the shaft liberally with pb blaster or liquid wrench and let it sit for a few minutes
Find a big hammer and a 2x4 with the rear end jacked up and supported hit on the inside of the wheel (with the hammer hitting the 2x4 )while rotating the wheel to different spots hit with some authority and it should start coming off the shaft
if not heat with a torch is next and rehit some more.
clean and grease shafts lightly before reinstalling for next removal

When using a bagger, you need correct blades on mower or Worn blades will cause the deck not to get the vacuum needed for the bagger to pickup.

I had the same problem with my 15 year old Craftsman lawn tractor. I tried to adjust the steering travel but it gave me marginal relief for a year until the steering failed with my steering wheel spinning freely and the wheels free to go left and right. The left bias for steering indicates that the steering shaft pinion weld was shearing prior to failure.
I took the steering apart and found that the drive pinion gear was sheared off the end of the steering shaft at the weld. I replaced the shaft and sector gear to fix this issue.
This fix requires good amount of mechanical disassembly to get the replacement parts in place so you might need to go to a shop to get a mechanic to fix this if you aren't set up for this kind of fix by disconnecting the mower deck and jacking up the front end to access the steering gear assembly and steering arm links.
