Question about Toro Lawn Mower With Toro Power Tools
Personal pace don'twork - when I pull the P.P Bar up, the cable down by the engine moves and the spring just beside the cable lengthens out but the PP does not move - I have to push it -- there is no action from the personal pace at all -- it's just like having a mower that does not have the self-propelled feature. My Toro is a 21 in Super Recycler , Model # 20095. On page 10 in the Toro manual -figure 18 (using the self-propel drive) there is a very small # that is G003221 ( I don't know if that is the cable # or just the figure # but it is there. How do I adjust this or do I need to replace something?

This is a very simple solution, When you pull the lever it simply pushes a pulley into the belt to make it tight. Most of the time the belt has come off or maybe the cable broke. Turn the mower over and you will see the belt. My money is on the belt off.

Your self-propel is probably belt driven. Belts can make an awfully lot of noise when unhappy. Possible it has rolled over and is running on the wrong side of the belt or is worn and just needs replaced. Hope this helps.,

Try taking the back wheels off and lubricating the joint cogs and wheels with ,say, 3 in 1 oil . The dealer recommended doing this once every couple of years as preventative maintenance when I bought mine , and it has solved sticking problems for me .

It's not that hard. I've never done it on my Toro GTS 5.0, but I have done it on a Briggs and it's pretty much the same. Start by removing the 10mm bolts around the perimeter of the engine shroud. DON'T remove the 4 top bolts on the recoil housing. You might have to remove the fuel tank first. Drain it, then loosen the 2 8mm screws and lift it straight up. No need to disconnect the fuel line, just set the tank aside. After removing the 10mm bolts, the shroud should lift right off. Flip it over and you will see the recoil pulley. Remove any leftover cord from the pulley. Now you need to wind the pulley against the spring in the direction it goes when you pull the cord. It might wind 2 or 3 revolutions but don't overdo it. Now you will need some sort of clamp to hold the pulley in place as you line up the slot in the pulley with the opening where the handle goes. Next, feed the new cord through the opening and into the pulley and tie a knot to keep it from slipping out. Carefully release the clamp and let the pulley slowly wind the new cord onto itself. Finally, attach the handle on the other end of the cord and test it. If you can pull the handle and the cord comes out and it retracts normally, re-install the shroud and tank.

SOURCE: How do i adjust the
There are four problems I can think of.
1. The belt has broken or slipped off the gears.
2. The gears could be broken.
3. The wheels could be worn out and won't propel the mower.(I doubt this one)
4. The lever you move to engage the wheels isn't working.
Start with the lever and check to see that it is connected and intact. If it is then take the cover off of the wheel where the belt and gears are located. Be sure you remember which bolts go where and how you removed the cover! Then look for anything broken or out of place.
I think you can fix it. The parts should be easy to find since you got it from Sears. Good Luck!
