I have a 1992 zxr750 at first it started boging out afetr about 30 mins of riding did it again the other day now wont even start unless choke is on and even then it sounds like its running rough as

Maybe the choke once on is not turning off fully? When running and you stick choke on in normal circumstances, it gets all "stally" doesn't it? Found my cable simply sticking choke half on on my zx7r.

Maybe not shot, but not working either.
Its possible the filter was not installed properly, or something has happened to the pump.
Did you take it back to the shop ?

My Kipor KDE19STA3 shows lower voltage on one of three phases in control pannel and keep shutting down. Voltage is actually OK on all 3 phases, if I measure it with my voltmeter. I need to adjust measuring...

There is no way to adjust voltage on just one phase. I would check voltage sensing leads and check to see if there is a way to calibrate. Otherwise it sounds like a logic problem.

I would check your tps(Throttle positioning sensor) to see if its bad. That's what it sounds like.
