I have replaced this old water heater. But I am not able to get the water out of this water heater. There are some sediments and water it not coming out. How can I empty the water?

I had the same issue a few months ago. To clear the sediment blow back into the hose making sure the valve at the tank is open. I had to blow two or three times during the draining process. 50 gallon tank took about 45 minutes to drain

Do you have to shut off pilot when draining a rheem hot water heater

No.
But if tank is empty for days, you don't want the water heater firing, since it will eventually affect the metal heat-transfer surface between water and flame.

Empty boiler

Turn main water off to the water heater, it may be a valve on cold side coming in to shut off. Next turn power off to the heater and drain the tank the drain will be located near the bottom of the tank.
You will need a water hose to connect to the drain to run water outside. Open a faucet hot side to allow you to drain the tank.

Upon reinstall connect the tank up and fill tank and open up hot side on one faucet at a time to purge out air from system before turning power back on. Make sure you have water flowing from each faucet's hot side before turning power back on.

Empty water from hot water unit?

Shut off the valves going into the top and connect a hose to the drain at the bottom. Open the drain valve and lift on the safety valve, on the side near the top. The water will drain out of the hose.

Hot water heater will not stay lit

Hi,
It could be that you need a new regulator if the pressure was low - and now is high - but it's over-compensating - virtually shutting off the supply.
Check all valves are fully open - and any water traps are empty. It is possible for there to be a condensate in there - that is occasionally blocking the nozzle - causing a flameout.
If there is any yellow flame at all or signs of soot- get the unit serviced.
