Volume controls are these days operated by an IC. If these go faulty all control is lost. It's not a job that can be done yourself as these IC are mostly flat surface mounted types with lots of pins to unsolder.

Volume stays at 100 i try to turn it down and goes back up

Does this TV have a touch-pad on the TV for the channel/volume/on-off control of the TV? If it does, I would suspect that this board has a problem that is keeping the volume+ function stuck on.

I have a 42 inch LG 1080p led flat screen and I will turnm the volume up on it and after about 15 min it automatically cuts itself back down how do I fix that

Check your remote for a stuck button and the key pad on the tv ( unless the tv has a touch panel ) If both check fine, go into user menu and see if you have auto volume turned on. If this checks ok then you have a faulty main board.

42 inch LG Plasma TV - Lost picture

This is almost certainly the device that sends electricity to the the plasma in the panel after failing. Bring to your local repair shop and expect to pay 300-400 parts and 100-200 labour.
