Yes, sort of: go to Settings->Security->Enter lock code here if you've created one(otherwise ignore this step)->Limit Use->Restrict Incoming Calls
From this step, you'll have to choose to restrict incoming calls from anyone NOT in your Contacts

u must install advance call management software... by using this u can make the black list of the persons 4 whom the ringing sound will not be heard but u will be getting calls just some thing like this & u can make busy tone always.....

If your fone has a blacklist feature which can be found in:
Settings > Call > Blacklist..
1). Enter the international code or the plus sign..
e.g "+" or "00"-Australia,New Zealand.
2). Enter country code.
e.g "61X"-Australia, "64X"-New Zealand.
3). Enter mobile number.
Activate this feature and you should be fine.

I got the solution:
First, go into Settings < More < Restrict & Lock [Enter your lock code]
Second, go into Limit Calls < Incoming Calls < Special #'s only
Third, go into Settings < More... < Security < [Lock code] < Special Numbers and [Add the numbers you want to block]

Go into your phone settings, then go into "Security." You will have to enter your security code (last 4 digits of telephone # by default unless you changed it). From there go into restrictions and choose "Incoming Calls." You'll have a couple of options; to either block ALL calls or restrict calls that are NOT on your contacts list. The downside of that is that you will miss any call that isn't a saved contact, but that's the only way to block certain calls, that I know of, on the Samsung Freeform. Hope this helps!
